In the 2026 AI and machine learning ecosystem, properly configuring hardware acceleration (especially NVIDIA’s CUDA and cuDNN) remains the top priority for deploying local large models, image generation, or inference applications.

Many users often encounter errors like Failed to preload cudnn64_9.dll: LoadLibraryExW failed during installation. This usually happens because the application found CUDA but couldn’t find the matching cuDNN components. This guide provides a standard, thorough configuration workflow.

Core Concept: cuDNN Needs to “Merge”

A common misconception is thinking “extracting cuDNN means it’s installed.” In reality, cuDNN is a deep learning extension package for CUDA. You must manually merge its files into the CUDA installation directory or properly configure their paths in the system/application.

Step 1: Install CUDA Toolkit 12.9

Go to the official NVIDIA Developer website and download the local installer for CUDA Toolkit 12.9.

Run the installer, we recommend using the Express installation, and remember your installation path.

The default installation path is usually:
C:\Program Files\NVIDIA GPU Computing Toolkit\CUDA\v12.9

Step 2: Download and Merge cuDNN (9.x version)

The DLL naming convention for cuDNN 9 series differs from older versions (e.g., cudnn64_9.dll). Please make sure to download a version compatible with CUDA 12.x.

Extract the downloaded cuDNN archive. You will see three core folders: bin, include, and lib.

Copy and paste the contents of these three folders into the corresponding CUDA 12.9 folders:

  • Copy all files under cuDNN\bin\ → to CUDA\v12.9\bin\
  • Copy all files under cuDNN\include\ → to CUDA\v12.9\include\
  • Copy all files under cuDNN\lib\x64\ → to CUDA\v12.9\lib\x64\

💡 Tip: Directly placing the DLL files (especially cudnn64_9.dll) into CUDA’s bin directory is the simplest and most effective way to solve the “missing core dynamic library” issue.

Step 3: Configure Application Specific Directories (Recommended)

Many modern inference applications (like ONNX Runtime clients, AIMO, etc.) now allow users to specify the runtime library directory directly within their software settings.

Path Settings: In the application’s “CUDA Bin Directory” or similar setting, enter the path to the CUDA bin folder you just merged:
C:\Program Files\NVIDIA GPU Computing Toolkit\CUDA\v12.9\bin

How it Works: The application will follow this path to simultaneously find cudart64_12.dll (CUDA core) and cudnn64_9.dll (cuDNN core), completing the handshake.

Step 4: Check System Environment Variables (Double Assurance)

To ensure that the Windows system and other command-line tools can invoke hardware acceleration at any time, configuring environment variables is essential.

  1. Press Win + S and search for “Edit the system environment variables”.
  2. Click the Environment Variables button.
  3. Under the System variables section below, find Path and click Edit.
  4. Confirm or add the following two paths:
    • C:\Program Files\NVIDIA GPU Computing Toolkit\CUDA\v12.9\bin
    • C:\Program Files\NVIDIA GPU Computing Toolkit\CUDA\v12.9\libnvvp
  5. Click OK to save.

Step 5: Restart and Troubleshooting

1. Mandatory Restart

Whether you modified system environment variables or changed the path within the application, you must completely close and restart the target application (or even restart the computer) for the new path settings to take effect.

2. Common Error Breakdown

  • CUDA Status is FAIL: If the error is still LoadLibraryExW failed, double-check that you actually placed cudnn64_9.dll into the specific bin folder pointed to by the application. Path spelling must be exact.
  • DirectML Status is FAIL: DirectML diagnostic run panicked is usually because the ONNX Runtime version doesn’t match the Windows native DirectML driver. This is unimportant. As long as you have configured CUDA and it shows PASS, the application will prioritize using CUDA for inference, which far exceeds DirectML’s performance.
  • TensorRT Prompt says Not Installed: This is an optional advanced acceleration library. If your GPU supports it and you pursue maximum inference speed, you can separately download TensorRT from the official site and add its lib directory to the environment variables. For regular users, CUDA + cuDNN alone can achieve excellent performance.
